Human Resources Development and Its Role in the Successful Implementation of E-Management: A Field Study on the General Authority for Tourism in Libya

Abstract
This field study examined the role of human resource development in the successful implementation of e-management at the General Authority for Tourism in Tripoli, Libya (2017–2018). Utilizing a descriptive analytical approach, data was collected via a questionnaire administered to 120 qualified employees holding high school diplomas or higher. The findings revealed the existence of basic administrative, human, and technical prerequisites for e-management; however, these require further development and support. Conversely, security requirements and inter-institutional electronic linkage were found to be insufficient. The study recommended top management's commitment to digital transformation, establishing a comprehensive strategic plan, and empowering the IT and training departments to enhance employee capabilities.
