Abstract
This study examines the role of alternative media in the Gulf Cooperation Council (GCC) countries and its impact on societal change and shaping public opinion, utilizing an integrative methodology (descriptive, analytical, and documentary) to assess whether alternative media can replace traditional media. The research explores first and second-generation alternative media, the principle of free flow of information, and the legal and legislative restrictions imposed to protect national security, with special reference to Gulf experiences such as Oman. The study concludes that there is an urgent need to activate media code of ethics and modernize legislation to align technological advancement with societal values, recommending that traditional media adopt modern digital applications while prioritizing educational and awareness roles.
