The Importance of Administrative Reform Strategy in Reducing Corruption (An Analytical Study on the Reality of Corruption in the Libyan State)

This study examines the concept and importance of administrative and legislative reform strategies and their role in curbing administrative and financial corruption in Libya. It addresses the root causes of corruption and the key obstacles to reform before and after the 2011 events, such as institutional instability, political division, lack of political will, and the overlapping jurisdictions of oversight bodies. Utilizing inductive, descriptive, and comparative methodologies, the paper evaluates the alignment of Libyan national legislation with the United Nations Convention Against Corruption (UNCAC). It concludes with key recommendations, including the activation of merit-based recruitment standards, the unification of oversight authority, and the establishment of a robust legal framework incorporating incriminating evidence to deter illicit enrichment.
