Obstacles to Quality Management in Libyan Universities: A Field Study at Sabratha University

This study highlights the problem of weak quality management in Libyan higher education institutions and its negative impact on educational activity, focusing on Sabratha University as an applied case study. The researcher employed descriptive-analytical and inductive methodologies, utilizing a questionnaire as the primary tool for data collection to test hypotheses regarding the relationship between quality management, organizational performance, and senior management involvement. The findings revealed weaknesses in training programs for administrative staff and faculty, insufficient use of modern illustrative tools and external expertise, and a lack of clear strategic orientation towards quality management by the university administration. Consequently, the study recommended formulating explicit strategic training plans, collaborating with external experts, and incorporating modern technologies to enhance the overall quality of higher education.
