Abstract
This descriptive and analytical study addresses the role of financial management and how it makes strategic decisions in human resource management at the Higher Institute of Science and Technology Mizdah. The study aimed to determine the extent to which strategic HR decisions rely on financial information derived from financial statements and reports, and to identify the strategies adopted in cases of financial resource scarcity. The researchers adopted a qualitative descriptive methodology using interviews, observations, and documents as data collection tools. The study concluded that human resource management relies heavily on financial data when making strategic decisions regarding recruitment, training programs, and incentives, with such data being available accurately and in a timely manner. The study recommends expanding the use of financial data in planning and formulating strategies for all institutional departments.
