Programmatic Empowerment for Faculty Members and Quality of Research Outputs: Problems and Suggestions

Abstract
This study aimed to highlight the importance of adopting programmatic empowerment for faculty members and examining its main dimensions (training/technical, organizational/administrative, financial, and cultural/motivational) and their impact on research output quality at the Faculty of Economics and Political Science - Qasr Bin Ghashir Branch (University of Tripoli). Utilizing a case study approach and descriptive-analytical methodology, data were collected via questionnaires distributed to all faculty members (33 members) and analyzed using SPSS. Results revealed a strong, statistically significant correlation and impact between programmatic empowerment dimensions and research output quality. The study identified key challenges including weak technical infrastructure, lack of a digital library, limited training and financial/motivational support, and low publication rates in high-impact journals (ISI/Scopus). The study recommended implementing a comprehensive programmatic empowerment plan and improving infrastructure and administrative/financial support to enhance research outcomes.
