Obstacles Facing the Implementation of E-Management at the University of Tripoli from the Perspective of Faculty Members at the Faculty of Economics and Political Science

Abstract
This field study aimed to clarify the level of e-management implementation at the Faculty of Economics and Political Science at the University of Tripoli and to identify the main obstacles limiting its application from the perspective of faculty members. Utilizing the statistical analysis software (SPSS), data was gathered through a questionnaire distributed to a random sample of 51 faculty members, retrieving 44 valid questionnaires. The results revealed statistically significant direct relationships across all studied categories (administrative, technical, financial, and human resources) hindering e-management implementation. Administrative and organizational obstacles were the most impactful, followed by technical/technological barriers, financial challenges, and lastly human resource constraints. The study recommended setting clear plans, allocating an independent budget, developing an advanced infrastructure, and offering continuous computer/internet training programs for faculty members.
